Commission leaves 2026 work plan open for further review

The Palo Alto Human Relations Commission weighed a more focused 2026 work plan centered on housing, youth and community mental health, and protections for vulnerable residents, but did not adopt a final set of goals. Commissioners will review the proposed goals individually and return to refine the plan before a future approval vote.

Housing emerged as a major focus. Commissioners discussed the needs of renters, seniors, families, people with disabilities, unhoused residents and people living in recreational vehicles. Members also sought a stronger role in upcoming city discussions about housing policy and renter protections. Staff said renter-protection materials and first-year rental-registry data were tentatively expected to reach the City Council and its Policy and Services Committee in February or March.

Youth mental health and suicide prevention also received significant attention. A public commenter urged a coordinated community response to forthcoming recommendations from the Jed Foundation and asked the commission to prioritize the safety and well-being of LGBTQ+ students. Commissioners discussed convening nonprofit organizations and service providers, potentially through an event focused on youth mental health, to connect providers with residents, volunteers and donors.

The commission did not settle whether the plan should contain three, four or more primary goals. Members debated whether housing and climate resilience should remain standalone priorities, whether inclusion and belonging should be integrated throughout the plan, and whether community safety should be combined with engagement or mental health. Other ideas included fraud prevention, faith-based outreach, gender-equity recommendations and responsible artificial-intelligence policies.

Commissioners are expected to refine each goal's intended benefits, measures of success, timeline and liaison or subcommittee assignments. Staff also recommended revisiting alignment with City Council priorities after the council's priority-setting retreat anticipated for the end of January.
