Public commenters urged development of a solar-and-storage buildout. Commissioners supported continued exploration but requested improved economic and resilience analysis; one commissioner suggested considering shared investment with water-quality-plant partners.

Staff described three modeled configurations: airport loads only; airport plus the Regional Water Quality Control Plant across adjacent parcels; and an airport charging hub. Modeling will size equipment and assess costs and daily operational benefits under summer and winter conditions and multiple outage types. A longer outage of at least one week was anticipated for a later outage scenario.
