Council approved regulatory agreements following a parcel split. The agreements require at least 46 mobilehome spaces on Parcel B and at least 54 residential units on Parcel A, totaling at least 100 units. The Housing Authority described a roughly $30 million utilities-improvement project supported by an estimated $25 million state grant, an electrification grant, and Housing Authority gap financing.
