Staff presented refined concept designs and a three-phase plan. Phase 1 would include a recreation and wellness center, pool, elevated tennis courts over parking, education programming, and renovation of the pavilion, theater, and I building. Phase 2 would add visual arts and technology uses. Phase 3 would add community-services and flexible space, including a cafe/lounge, with partial underground parking and outdoor amenities. Staff identified anticipated City Council review on October 20, a final master-plan presentation on December 8, anticipated master-plan adoption in March 2026, and a potential November 2026 ballot measure.

Staff said the City will explore future coordination with the school district, retain Nelson Drive as bicycle/pedestrian access rather than through-traffic, and develop the master plan to a conceptual level before the 2026 ballot. Detailed design would occur after voter approval.

Staff said a second community meeting on June 12, 2025, from 6:00 to 8:00 would present three concept plans developed from the first community meeting. City Council was scheduled to receive results of the Cubberley community poll on June 9, 2025. Field restrooms were completed and planned to open June 2, 2025; associated work included a sewer pump station and bike-path repaving to Nelson Drive.

Council noted distribution and posting of outreach materials and requested resident feedback. Staff presented the workplan and proposed first community poll. The poll is intended to inform three master-plan concepts, with results anticipated in June and concepts scheduled for presentation at a June 12 community meeting. Council reviewed proposed themes for the first community poll and the project workplan. Staff reported that CEQA work is limited to tribal consultation, historic resources, and existing conditions because no defined project is yet in place. Council discussed refining poll questions, including relative priorities among potential uses and later-stage funding questions. Members emphasized parallel planning if pursuing a November 2026 ballot measure.
