City initiative to create objective design standards for the SOFA 1 and SOFA 2 Coordinated Area Plans to support streamlined and ministerial housing review.

August 26, 2026: Initial Planning & Transportation Commission study session
Staff presented recommended approaches for review procedures, historic review, code placement, and conflicts with state law. Staff anticipated adoption hearings in the first quarter of 2027.
