Staff recommended that Palo Alto take a 50-megawatt share under a proposed 20-year agreement priced at $12.71 per kilowatt-month, subject to a potential audited increase of up to 6% for specified tax-law or supply-chain cost changes. The contract permits an average of one battery cycle per day over a year.
